About our Opportunity

The Financial Business Manager will manage budgeting, accounting, purchasing, and related financial operations for the Public Works Department, including preparing budget for assigned area and related programs. The Financial Business Manager provides interpretation of financial policies, governmental regulations, accounting principles.

What you'll be doing:

  • Manages financial activities for the Public Works Department: monitors budget, revenues, expenditures, and financial performance; prepares budget for Public Works Department and its Divisions: Administration, Sanitation, Streets & Sidewalks, Stormwater, and Asset Management.

  • Provides oversight and support for two enterprise funds, support for two capital units, and all general funds f or the Public Works Department . This position also serves as the liaison to the City's Finance Department.

  • Provides interpretation of financial policies, governmental regulations, accounting principles, etc.

  • Monitors grant contracts and grant funded projects: maintains extensive knowledge of grant contracts, requirements and grant management processes and regulations.

  • Manages procurement process for assigned department/division in compliance with City purchasing policies, rules, and regulations.

  • Analyzes proposed departmental projects and programs from a financial perspective, to include funding sources and availability of funds.

  • Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures.

    We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered :

  • Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or a related field required; supplemented by five years of experience in accounting, finance, budget development and management, or related field, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

  • Specific License or Certification Required: Must possess and maintain a valid North Carolina driver’s license.

  • Depending on area of assignment, may be required to possess and maintain Notary Public certification.

    • Salary Range: Minimum Start Pay is $58,823.30. Salary commensurate with experience.
  • Schedule: Full time, 37.5 hours per week, Monday through Thursday, 7:30am-5:30pm.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA Compliance:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
