ICF Legal Services Provider (LSP) Recruitment and Outreach Manager | Remote in Austin, Texas

ICF is seeking a project manager to serve as an LSP Recruitment and Outreach Manager to work on a national technical assistance project. The purpose of this project is to provide legal services for unaccompanied children post-release from Office of Refugee Resettlement (ORR) care and custody and to expand the legal community’s skills and capacity to provide immigration legal support. The LSP Recruitment and Outreach Manager will use his/her expertise to ensure legal service providers are engaged and properly registered. This position also is responsible for the creation and execution of an innovative outreach plan to help eligible youth learn about legal opportunities available to the program, as well as potential referral sources for eligible children.

The successful candidate has a broad knowledge of project management and implementing workflows. The LSP Recruitment and Outreach Manager will work closely with and under the oversight of the Administrative Director to execute essential strategies for engaging LSPs from a variety of sources and lead a team of individuals doing this work for both paid and pro bono positions. This role also oversees a team responsible for implementing outreach activities to engage eligible children and referral sources for project legal services. The successful candidate will have an ability to partner with the client, partner organizations, and the project management team leads in the development of LSP engagement and outreach strategies. Remote Work location.

Key Responsibilities:

LSP Recruitment and Outreach Manager responsibilities include:

  • Directly supervise the LSP engagement team and any contracted partners engaged in LSP recruitment and development.

  • Directly supervise the outreach team.

  • Creation of an innovative outreach plan for engaging eligible children, sponsors, and potential referring agencies.

  • Oversee all work related to LSP engagement, vetting and verifications, orientation, training, and documentation. In addition, oversee all community and government agency outreach efforts.

  • Ensure all outreach activities are sensitive to the culture and language needs of eligible children and sponsors.

  • Design vetting protocols.

  • Assure all vetting of LSP’s is completed in a timely manner.

  • Develop and implement relevant policies and procedures and processes to assure LSP’s have access to tools and support.

  • Create tools to track, document, and oversee tasks related to LSP engagement and outreach activities.

Basic Qualifications:

  • Master’s degree in social work, public administration, business administration or related field which requires an understanding of written communication OR a bachelor’s degree with 5 years’ experience in a similar role can be substituted for a master’s degree.

  • A minimum of 5 years managing projects, tasks, personnel, or equivalent of project management such as managing multiple aspects of deliverables, deadlines, and partner relationships.

  • A minimum of 3 years demonstrated ability to build and maintain strong stakeholder and partner relationships, including balancing multiple perspectives/needs, for capacity building projects.

  • A minimum of 3 years’ experience developing workflows and protocols.

Preferred Skills:

  • Tier 2 Security Clearance.

  • Project Management Professional or similar certification.

  • Education and/or experience in the application of race equity, diversity, and inclusion of social justice strategies in human service settings.

  • Working knowledge of the refugee, immigrant, and asylee challenges.

  • Experience working for a refugee program.

  • Experience working with the legal community.

  • Minimum of 2 years of supervisory experience.

  • Prior work experience in a consulting environment.

  • Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact and diplomacy.

  • Proficient with MS office applications (i.e., Word, Excel, and PowerPoint).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$84,533.00 - $143,706.00
