Defense Security Service SUPERVISORY PERSONNEL SECURITY SPECIALIST in Hanover, Maryland

Summary DCSA's Adjudication and Vetting Services (AVS) is looking for a Branch Chief for Continuous Vesting to address the multidisciplinary fields of investigation, adjudication, security, information assurance, force protection, workplace violence, and related subject matter areas as they pertain to personnel security (PCL) and Continuous Vetting (CV). Responsibilities This position in the Adjudication and Vetting Services (AVS), an office within the Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD). Under supervision and guidance from Deputy Assistant Director for Continuous Vetting the incumbent serves as a Supervisory Personnel Security Specialist providing expertise related to the following responsibilities: - Serve as an authoritative source of information relating to Continuous Vetting (CV) program and provides upper echelon officials with guidance concerning applicable data sources and references relating to general and specific policies, procedures, court decision and peripheral programs impacting the CV mission. - Exhibit in depth knowledge of the U.S. Government and its personnel security, TW, CV, adjudication, insider threat, counterintelligence, and investigative components, missions, and interrelationships as well as qualitative and/or quantitative methods for program development and assessment. - Manages day to day CV operations to include data collection and organization, case generation, case analysis and referral generation; referral tracking; and development, assessment and maintenance of required enterprise tools to meet mission requirements. - Demonstrate extensive experience with translating directives, laws, policies, and regulations and interpreting all policies as they relate to Trusted Workforce (TW). - Develop and implementing effective processes and procedures, deliver within time constraints, manage competing priorities, and adjust quickly to deal with time sensitive requirements. - Work cooperatively with many groups having mixed objectives in order to affect agency TW transformation and implementation planning. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Managing the workforce of the division is involved in day to day personnel security and continuous evaluation operations to include data collection and organization, case generation, case analysis and referral generation; referral tracking; and development, assessment and maintenance of required enterprise tools to meet mission requirements, processing applications from U.S. industrial contractors and foreign governments for eligibility determinations and security assurances on behalf of over one million U.S. citizens whose employment worldwide will require access to classified U.S. and/or foreign government information/material. Specifically you will be evaluated on the following competencies: 1.
