Air National Guard Units DIRECTOR OF INSPECTIONS in South Burlington, Vermont

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Director of Inspections, Position Description Number D2898000 and is part of the 158th Fighter Wing Inspector General of the Vermont Air National Guard. Responsibilities The primary purpose of this position is to serve as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans. Provides direction and oversight of internal and external inspections, audits, evaluations, reviews, exercises, and analyses to determine unit effectiveness and efficiency. Ensures operational, contingency, and mobilization plans adhere to policy and direct the effective use of wing resources. 1. Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SIi), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G­MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), !GEMS, and readiness reporting tools. Oversees gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ). Continuously analyzes inspection processes, and procedures to ensure commanders intent is being achieved, automously adjusts processes as required. Provides direction and oversight of internal and external inspections, audits, evaluations. Oversees the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections. 2. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation. Authors and approves exercise reports, which is written to communicate to commanders the level readiness within their organization as well as the units' ability to accomplish their tasked mission(s). REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. OPEN AREAS OF CONSIDERATION: AREA 1 2 3 4 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-lndefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard. Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians. Military Rank/Grade: Officer: Capt/O3 through Lt. Col/O5 GENERAL EXPERIENCE: Expert knowledge of Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. SPECIALIZED EXPERIENCE: In addition to high analytical abilities, must have expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives. Experienced in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems. Demonstrated expertise on interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria. Work experiences included plans and programs that required analysis of unrelated and interrelated issues of effectiveness, efficiency, and productivity. Experienced in developing recommendations to resolve issues, problems and complaints. Experienced and competent in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables. Experienced in working programs or processes simultaneously that are varied and unrelated such as, Fraud, Waste, and Abuse investigations and exercise planning and evaluation. Competence and experiences included managing and conducting investigations and project assignments that required detailed plans, goals, and objectives for long-range implementation of specific programs. Work experiences involved identifying the primary sources of concerns, issues, problems, complaints, or concepts which were not susceptible to direct observation and analysis such as, projected missions and program functions. Experienced in developing and publishing measurements of effectiveness, improvements, and efficiencies. Experienced in making leadership decisions to include assessments of unusual circumstances or variations in the data supplied by the users or incomplete or conflicting data metrics. Experienced in managing multiple and difficult assignments that were complicated by the need to compile, reconcile, and correlate computerized data elements from classified and unclassified data sources. Experienced reviewing completed work that involved cross-checking, analyzing, and interpreting relevant information. Experienced and competent in revising data collection methods or developing new approaches to analyze and evaluate data. Experienced in conducting investigations or inspections on complex subjects or into the conduct of individuals of prominence where complex or conflicting data, testimony or facts, or cold evidence was present and the conditions required careful handling and complete discretion. Experienced in completing investigation or inspection results in written reports and briefings to senior leaders or the Adjutants General. Competent and skilled to independently perform investigations and resolve the most unusual or complicated complaints or issues in the state. Experienced in making data-driven decisions for refining work methods and developing new techniques for resolution of issues. Experienced in conducting productivity assessments or effectiveness and efficiency program operations; and, experienced in analyzing and resolving a variety of uncommon unit activity problems. Work experiences involved applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives. Education Must have at least 36 months experience in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experienced in training and guiding employees on programs and through assigned tasks. Experienced in balancing office case work-loads and providing advice, guidance, and direction on a wide range of policies, investigative requirements, inspection formats, exercise strategies, strategic planning, and administrative issues. Experienced in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes. Previous supervisory experiences created improvements in training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Demonstrated experiences or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs. An undergraduate degree from an accredited college/university is MANDATORY. The degree work should include completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. A Recruitment Incentive may be authorized dependent upon individual eligibility. --IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment. --This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre­employment drug testing and participation in random drug testing is a condition of employment.
