ICF’s Disaster Management division seeks a Disaster Recovery Federal Grant Manager, who will be working on federally funded recovery and mitigation programs addressing the impacts from multiple disasters in and around Florida. You will be immediately responsible for project management services associated with Community Development Block Grant Mitigation (CDBG-MIT) infrastructure and planning programs.

Key Responsibilities:

• Conduct reviews of CDBG-MIT/DR programmatic materials and project files to ensure they reflect the process of the current program(s) and comply with all the applicable federal regulations.

• Develop and review programmatic standard operating procedures (SOPs) to support the State of Florida, local governments, and subrecipients.

• Provide onsite and remote technical assistance to the State and subrecipients on programmatic and procedural requirements and relevant federal regulations including, but not limited to: CDBG-MIT/DR national objectives, procurement, FEMA match coordination, labor standards, program design and guidance on best practices for program implementation and ensuring programmatic and project compliance.

• Coordinate with the State of Florida’s system of record and help the State and subrecipients meet all reporting and data management requirements, including incorporating any additional features necessary to fully integrate PM services and associated record keeping requirements.

• Modify and/or develop checklists, procedures, process flows, training materials, as need to ensure consistent processes to include applications, draft scope and budgets, project submittals, project schedules, plan reviews, subrecipient SOPs, project draw requests, project completion reports and amendment requests and change orders.

• Perform various project management duties to include completing daily updates of the task tracking tool used to monitor task progress, due dates and task responsibilities, coordinating ICF staff and resources to ensure tasks are completed on time, and coordinating assignments and deliverables with the prime contractor.

• Support ICF team members as necessary to complete project tasks that may be outside of the State of Florida’s project needs.

• Participate in reoccurring management, strategy, and problem-solving meetings to ensure client needs are met.

Must Have Requirements:

• Bachelor’s degree in planning, engineering, economics, business administration, public administration, finance, or a relevant discipline.

• 3+ years of CDBG experience (can include CDBG-DR/CDBG-MIT/CDBG-NDR).

• 3+ years’ experience with infrastructure programs (not housing), including providing technical assistance to grantees or subrecipients and managing multiple projects and stakeholder interests.

• 1+ years’ of implementing project closeout, managing project milestones on time/on budget, or other similar experience.

Preferred Professional Skills:

• Advanced degree in planning, engineering, economics, business administration, public administration, finance, or a relevant discipline.

• Experience working in or with Florida state or local governments or non-profit organizations.

• Ability to demonstrate analytical rigor and good judgment under pressure.

• Ability to demonstrate understanding of floodplain and high-wind hazards and mitigation solutions.

• Self-motivated and driven professional.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$77,770.00 - $132,209.00
