JOB SUMMARY

The Regulatory Compliance Specialist I will focus on 49 DOT 195 & 192 compliance and represent ONEOK during federal and state regulatory inspections.

Key candidates have excellent communication skills, are detail oriented, and are well organized.

This position is hybrid to our corporate office in Tulsa, OK.

Job Profile Summary

Responsible for providing pipeline safety regulatory compliance support to operations and ensure compliance with 49 CFR 191, 192, 194 and 195 state and federal regulations pertaining to interstate and intrastate transportation of natural gas or natural gas liquids by pipeline as directed. This role is responsible for a specific regulatory program such as Operator Qualification, Damage Prevention or Pipeline Safety Compliance.

Essential Functions and Responsibilities

  • Assist in training operations team members on regulatory requirements and recordkeeping

  • Ensure employee and contractor training is verified and complete

  • Assist and may lead in conducting pre-inspections to prepare for internal and external operations and construction compliance inspections performed by company, state or federal regulatory personnel

  • Review operations, maintenance, and emergency response process and procedure documents related to compliance with federal and state pipeline safety regulations

  • Provide support and assist with the development and communication of processes and procedures that ensure consistency and compliance with state and/or federal compliance regulations

  • Monitor and review company regulatory activities and associated documents to assess compliance with existing and proposed federal, state and/or industry legislation and regulations

  • Maintain and support compliance databases and coordinate the collection of compliance documents from other departments

  • Assist in evaluating operational conformance of internal compliance procedures. Assist in documentation of assessment and audit findings

  • Assist in the review of state and federal audit findings and prepare responses and/or provide recommendations to address clarifications, close potential gaps in procedures or compliance manuals to ensure they meet pipeline safety regulations. Implement recommendations upon management approval

  • Provide support and/or participate in cause map accident / incident review and implementation of action plans

  • Provide support in data gathering for regulatory compliance reporting, as required by regulations

  • Monitor Pipeline and Hazardous Materials Safety Administration (PHMSA) compliance website to ensure regulatory compliance resources are available to operations

Education

  • Bachelor's Degree in engineering preferred or a combination of four or more years formal education and the following job-related experiences:

Work Experience

  • Two years’ experience with regulatory requirements and programs in/or related to pipeline operations.

  • Experience, knowledge and/or training related to: ­ Pipeline operations and pipeline operational standards, CFR 49 Part 192 and/or Part 195 rules and regulations, and supporting and participating in regulatory inspections

  • Experience in use and function of office tools, equipment, and software applicable to position including, but not limited to Microsoft Excel, PowerPoint and Word.

Knowledge, Skills and Abilities

  • Knowledge of: governmental regulations pertaining to state and federal regulated intrastate and interstate pipelines and company and/or industry publications related to pipeline reporting compliance

  • Ability to: respond to situations that may occur during or outside of normal business hours

  • Ability to: provide input to proposed changes in regulations, recommendations, policies, and procedures

  • Ability to: apply math skills, analytical processes and statistical methods

  • Ability to: interact, advise, and communicate effectively with internal and external customers including peers, operations management, state and federal agencies

  • Ability to: establish relationships across a broad range of people and departments to facilitate compliance and regulatory processes and procedures

  • Ability to: develop information, conduct meetings and make presentations to groups and individuals, including written and verbal information and instructions

  • Ability to: travel up to 40%

  • Ability to: work independently and as part of a team, with a strong sense of urgency

  • Ability to: operate required tools and equipment

$67,000.00 - $101,000.00
